Position Summary
・Plans and directs the activities of the Environmental Health Safety Department within a manufacturing environment to ensure that environmental health and safety risks are kept to a minimum through effective compliance with EHS policies procedures and legislation.
・Provide Health Safety and Environmental training and instruction assist with the promotion of environmental health safety policies procedures operational practices to provide advice and assist in environmental health safety projects within their sphere of competency.
・Provides leadership expertise support direction and assistance in facility health safety matters.
・Ensures that operating facilities are in compliance with applicable laws and conforming to the corporate Environmental and Safety Management System (ESMS) requirements. Maintain and develop the ESMS ensuring alignment with current legislation corporate requirements and ISO 14001.
・Lead and facilitate a culture of safety consciousness and continuous improvement.
Key Roles Responsibilities
・Maintain an awareness of new and existing relevant laws rules and regulations and takes actions appropriate to ensure timely compliance and communication to appropriate departments.
・Coordinate occupational health medical surveillance and ergonomic program partnership initiatives as required.
・Provide technical guidance and leadership for the implementation and maintenance of the ISO 14001 program.
・Lead the development of policies procedures and training programs for EHS. Ensure appropriate implementation of the environmental and safety management system in conformance with legal requirements and ISO 14001. Conduct regular management reviews with plant management team.
・Develop and amend site EHS policies and procedures as required by business needs and changing legislation.
・Lead EHS management system audits and inspections to ensure the site’s compliance with EHS processes procedures and legal compliance register. Identify significant exposures and recommend appropriate actions to senior management for compliance with local regulations and the company policy.
・Actively prepare sites for EHS regulatory inspections.
・Investigate accidents incidents and near misses and coordinate root cause analysis with site management team.
・Coordinate responses to regulatory agencies.
・Develop a good relationship that can be a contact point with the Labor Standards Bureau the fire department local health office and the city office manager.
・Work in conjunction with Department Managers to assist in the compilation of Risk Assessments.
・Develop and deliver health and safety training to encourage safe working practices. Direct training activities for EHS including development of EHS training in multiple formats (classroom online webinar etc.) as needed.
・Maintain all records ・ in both paper and electronic format.
・Undertake monthly reporting on Key EHS metrics as required at both site and corporate levels.
・Provide any EHS support as required at Department / Corporate level meetings including monthly EHS Committee meeting attendance.
・Assist in the specification / selection of the onsite work wear footwear and PPE.
・Coordinate the disaster prevention drills emergency and spill response programs for the site.
・Ensure effective management of hazardous and non hazardous waste collections from site is in place to meet corporate and legal requirements.
・Build develop and manage a team of EHS staff.
・Ensure close communication with both APAC and Global EHS community.

Licenses or Certifications
・Bachelor’s Degree in Industrial Technology Environmental Science Public Health or Engineering or other Science/Technology with 8 10 years’ experience in the field of Environmental Health Safety.
・Appropriate relevant EHS certifications as defined under the local EHS regulations are preferred such as:
o Hazardous Materials Engineer (Class A);
o Safety manager;
o Fire prevention/disaster prevention supervisor.
o Water related Pollution Control Manager (Class IV or more);
o Health manager
o Poisonous and Deleterious Substance Management Officer;
o Energy manage
Other Requirements
・Minimum 8 10 years’ experience in environmental health safety in an industrial setting
・Japanese (native) and English (business level)
・Ability to lead a team of EHS staff to develop and implement legal and ELC required programs and training.
・Strong interpersonal skills to persuade influence advise and direct employees of all levels on Environmental Health Safety issues.
・Strong working knowledge and experience with ISO 14001 and local Environmental Health Safety regulations.
・Excellent presentation technical and written communication skills to ensure legal compliance regarding policies procedures training programmes and EHS Management systems. Ability to adjust communication style based on the situation and the audience.
・Ability to understand and communicate technical information legal and ELC environmental and safety requirements to both site staff and key stakeholders.
・Handling high volume of correspondence internal and external with a technical content.
・Ability to make decisions in an emergency situation to minimise any adverse effects on the company or an individual.
・Strong analytical skills accident investigation risk analysis cause effect statistical analysis.
・Self motivation self management ingenuity and ability to drive best practice thinking is required. Ability to plan own work schedule.
・Frequent contact with senior management internal and external consultants and Regulatory bodies.
・Good PC skills to manipulate and present data. Fluent in MS Word Excel and PowerPoint applications.
・Preferably general knowledge and experience with pharmaceutical industry or cosmetics industry.
